Update httemplate/elements/selectlayers.html

Changed '""' to 'block'.

This code was generating "<DIV ID="paybydCARD" STYLE="display: ""; z-index: 1">

This might cause unexpected behavior in some browsers and the display property should be a block element (when displayed).
