An FS::tower object represents a tower.  FS::tower inherits from
FS::Record.  The following fields are currently supported:

primary key

=item towername

Tower name

=item disabled

Disabled flag, empty or 'Y'

=item up_rate_limit

Up Rate limit for towner

=item down_rate_limit

Down Rate limit for tower

=item new HASHREF

Creates a new tower.  To add the tower to the database, see L<"insert">.

Note that this stores the hash reference, not a distinct copy of the hash it
points to.  You can ask the object for a copy with the I<hash> method.
