Mason handler.pl overrides CGI::redirect

fixed strict; problems in edit/part_pkg.cgi & edit/process/part_pkg.cgi

view/cust_bill.cgi invoice view shows invoice events!

fix bug where adding events with no name silently failed instead of giving
